Chaotic Strike: Ramuh will apply the Terror debuff on two players that do not have top enmity. These players will be unable to take action for around 40 seconds. To save these players, when you are targeted by Thunderstorm, stand near them to shock them out of their Terror.

You need to talk to Scarlet outside the Gridania Grand Company place. Just take all her quests. A highly frustrating fight in DF and PF (non farms). Have you completed the Levi Ex and Mog Ex quests? (I think you need to hand these in after beating the primals in order to unlock the Ramuh Ex quest.
